The German government contracted with a private company, Toll Collect GmbH , to operate the toll collection system, which has involved the use of vehicle-mounted transponders and roadway-mounted sensors installed throughout Germany.
The toll is calculated depending on the toll route, as well as based on the pollution class of the vehicle, its weight and the number of axles on the vehicles.
Certain vehicles, such as emergency vehicles and buses, are exempt from the toll. Enforcement on the federal Autobahnen is handled by each state's Highway Patrol Autobahnpolizei , often using unmarked police cars and motorcycles and usually equipped with video cameras , thus allowing easier enforcement of laws such as tailgating.

I certainly don't agree with any notion that if it's a German driver they are safe, I've seen my fair share of terrible driving and dangerous driving locally.
I do fully understand the point about minority idiots renting a fast car for first time and that's valid of course but to generalise further is wrong, for all you know Dickson may be a very safe driver just wanting a fast route.
Just an alternative opinion, we can agree to disagree and guess we all have different observations anyway The best chance for a section without much speed limits and heavy traffic is probably the A93 and A6 between Regensburg and the Czech border.
